It does not say selling used parts is illegal, it says you are not supposed to illegally sell used parts, whatever that means. I think the whole purpose of that poster is to counter non-licensed dismantlers but it's so poorly written that it seems to cover just about everything.

that poster seems to periodically make its rounds in the local car enthusiast group FB group. If nothing else, it seems like a reason for a car guy to dislike California.

This is a big enough problem they have a Task Force for it?
I can just see a large staff dedicated to these environmental crimes, since REAL police work is so much more difficult.

I would guess it was similar to the stupid signs we'd see in Louisiana about "the bears are watching" as if the Interstates are monitored at all. Underneath those signs showing some tough guy looking cop people are driving 90, 100 MPH along the plant roads, driving drunk, stoned, naked, and all of the above. I think the only "task force" these states actually have is the marketing one.
