I can easily answer both of those questions: Plain old carelessness by Bryan!
In all seriousness, it did appear that the circlip was slightly bent (other than how it should be), and it's a good assumption that the circlip didn't fit all the way into the groove on the inner wall of the piston like it should. Apply a little bit of force from the handbrake, and pop, the circlip came out and there went my emergency brake. At least on that side of the car.

In finality, The curved washers were assembled incorrectly ))(( )) no flat washer. I gave up on them and bought 2 rear calipers that are rebuilt, refurbished. Once I have the new ones off I will take them apart and find out what the probllem is with my new found information. Thanks for all the replies!
